Sequestration and the breakdown of the normal budgeting process has many agencies uncertain as to how much money — if any — they will have to spend in the year ahead.

With this in mind, and with many agencies being faced with the mandate to do more with less, 2014 will be the year of leveraging key innovations in order to remain effective and mission-focused.
