Leveraging the Fulcrum: Driving Transformative Change in DoD IT

Archimedes, a mathematician and inventor in ancient Greece, was reported to have said, “Give me a lever long enough and a fulcrum on which to place it, and I shall move the world.” This quote is the centerpiece of the Department of Defense’s (DoD)’s newly released Fulcrum: DoD Information Technology (IT) Advancement Strategy. This strategy is meant to empower DoD leaders to drive transformative change and advance technology for the warfighter in an evolving digital landscape. On June 20th, the Deputy Secretary of Defense approved and signed the Fulcrum Strategy, emphasizing a user-centric and cross-cutting approach. This strategy will ensure the Department delivers capabilities aligned with warfighting mission objectives. The Fulcrum will continue to drive transformative change in the DoD's IT, Cyber, Command, Control, and Communications, and digital workforce while setting the foundation for the future. 

Line of Effort 1: Provide Joint Warfighting IT Capabilities 

This line of effort delivers user-centric advanced IT capabilities that are functional, scalable, sustainable, and secure in today’s dynamic and contested global environments. It focuses on technologies that support information sharing with Joint Forces and mission partners to gain a decision and competitive advantage in high-tempo, multi-domain operations.

Line of Effort 4: Cultivate a Premier Digital Workforce 

Ensuring the workforce is ready to deploy emerging technology supporting the warfighter is crucial. This LOE focuses on identifying, recruiting, developing, and retaining the best digital talent the country has to offer. It broadens the DoD Cyber Workforce Framework (DCWF) to include roles in data, AI, and software engineering.
